The final day of the Stars & Stripes Festival in Mount Clemens started exactly the way the first two did: marred by gray clouds and a steady rain. But by early evening, the clouds parted and late-arriving crowds surged back to the downtown area to find a number of discounts - ranging from free parking to slashed prices on merchandise and food.
